Peking, February 5, 1909. No. 37 of the 1st instant.

Terms of proposed settlement have been telegraphed to-day to the Board in London by the Company's Agent.

I would strongly recommend that favourable consideration be given to these proposals, which are to be submitted to you, and which, in my opinion, deserve to be regarded as a basis for a settlement.

It would be unfortunate if the Board should think that they can afford to reject reasonable compromises in the belief that their claims will be enforced by His Majesty's Government in the last instance. I would suggest the advisability of the Board being informed clearly as to how far they can expect to be supported in such circumstances. This would distinctly facilitate negotiations.
